01Choose the citizenship ground, not just years of residence
What to do
Distinguish ordinary admission after permanent residence, marriage to a citizen, descent and emigrant/descendant routes. MFA lists three years of registered permanent residence and foreign-citizenship release issues for ordinary admission; the marriage route requires at least three years of marriage and permanent residence. Special branches differ.
Where to go
MUP citizenship service or competent Serbian consulate
What to prepare
- Passport, permanent residence, civil records or origin evidence for your branch
First identify your route
- Admission after permanent residence.
- Marriage to a Serbian citizen where the statutory conditions are met.
- Origin, emigration or another special ground.
02Obtain the branch checklist and civil records
What to do
Tell the authority your branch and request the current form, checklist and fee instructions. Gather birth/marriage records, status and generational links; reconcile names before translation. Do not renounce another citizenship prematurely without checking the procedure and consequences.
Where to go
MUP citizenship service/consulate and civil-record issuing authorities
What to prepare
- Branch checklist, original civil records and permanent residence/origin evidence
03Complete the prescribed form and file
What to do
Use the authority's prescribed form and declarations applicable to your branch. File at the agreed authority and keep the case number and filing receipt. A free-form Russian letter is not a substitute for the citizenship application.
Where to go
MUP citizenship service or Serbian consulate accepting your branch
What to prepare
- Prescribed application, attachments, declarations and fee receipt

04Await the decision before applying for a passport
What to do
Respond to case requests and keep copies. After approval, check citizenship/civil registration; a passport is a separate procedure after citizenship is established. Continue complying with your current immigration status until the decision.
Where to go
Citizenship authority, then passport service
What to prepare
- Case number, decision and registration evidence after approval
Translation and filing
Translation and certification
Before translating a foreign-issued record, ask the receiving institution whether it needs a Serbian translation by a court-certified translator (sudski tumač), whether an apostille/legalization is required, and in which order. Requirements differ by country and document. An ordinary or automatic translation is not a certified translation when certification is required.
What happens next
File only through the confirmed method. Keep a copy of the submission, case/application number and proof of receipt. Ask how to check status, when to expect a reply and what to do if more information is requested.
