01Calculate residence and absences

What to do

For the ordinary route, check three continuous years of lawful temporary/single-permit residence and absences: up to ten months in total or one absence up to six. After changing a study ground, study time counts at half value. Special grounds, including certain children and origin, have a different assessment.

Where to go

Your records and local MUP unit

What to prepare

  • All decisions/cards, passport stamps and absence timeline

First identify your route

  • General route after continuous lawful temporary residence.
  • Study periods counted under special rules.
  • Special cases where the general three-year route may not apply.
02Prepare ground evidence and the general file

What to do

Alongside passport and photo, prepare funds, insurance, address and ground evidence: work, property, family or a special branch. Permanent residence is not automatic. For a child, check parental signatures and absent-parent consent or sole-parental-rights evidence.

Where to go

MUP; employer, registry or civil registry for supporting records

What to prepare

  • Entry passport and stamped pages
  • Serbian address evidence and owner's consent where applicable
  • Health insurance evidence
  • Evidence of maintenance funds
  • Photo, ground evidence, payment and parental documents for a child
03Book and submit the prescribed form in person

What to do

Permanent residence is filed in person at MUP for the registered address. For the ordinary branch, check eligibility and the filing window: no earlier than 60 days before expiry of the current permit and no later than expiry. Obtain the prescribed form/payment instructions from the unit; the temporary residence online form is not a substitute.

Where to go

Territorial MUP foreigners unit

What to prepare

  • Permanent residence form, originals/copies and appointment/payment confirmation
04Obtain the decision and foreigner identity card

What to do

After approval, attend biometrics for a foreigner identity card. Adult cards normally last five years and minors' cards two; card renewal differs from applying for the status again. Permanent residence is not Serbian citizenship.

Where to go

MUP unit issuing the decision

What to prepare

  • Permanent residence decision, passport and card documents required by MUP
Translation and filing

Translation and certification

Before translating a foreign-issued record, ask the receiving institution whether it needs a Serbian translation by a court-certified translator (sudski tumač), whether an apostille/legalization is required, and in which order. Requirements differ by country and document. An ordinary or automatic translation is not a certified translation when certification is required.

What happens next

File only through the confirmed method. Keep a copy of the submission, case/application number and proof of receipt. Ask how to check status, when to expect a reply and what to do if more information is requested.

Document overview and case variants

What may be required

  • Passport
  • Valid temporary residence or single permit
  • Registered address
  • Proof of means and health insurance
  • Evidence of the residence ground
  • Fee payment evidence

Compare this list with the documents in each step and the chosen authority's requirements. You can read the guide and prepare the package yourself without submitting a request.

Common variants

  • General route after continuous lawful temporary residence.
  • Study periods counted under special rules.
  • Special cases where the general three-year route may not apply.

The correct variant can only be confirmed after checking your status, documents and the authority's requirements.

TimingThe general route currently looks at three years of continuous lawful residence; the filing window and exceptions must be checked against the current rules.
