01Separate residence status from insurance entitlement

What to do

A residence permit and foreigner’s card are not health insurance. Identify the applicable route: employment, family, an international agreement or inclusion in compulsory insurance as determined by RFZO. Do not pay contributions before your basis is established.

Where to go

RFZO branch serving your registered address.

What to prepare

  • Passport, valid residence document and foreign-national number
  • Details of employment, family and foreign insurance
02Submit information for assessment of your insurance basis

What to do

RFZO describes registration for a foreign national without an applicable international agreement where temporary residence is registered and a foreign-national number assigned. This is not a promise of free cover: request assessment of your basis, required evidence and contribution obligations.

Where to go

RFZO insured-person registration officer.

What to prepare

  • Passport and proof of temporary residence
  • Foreign-national number; evidence of any other applicable basis

Example enquiry

An illustrative example, not an official form. Use the prescribed form where required.

Please determine my health-insurance basis. My residence status is [type], foreign-national number [number]. I [am/am not] employed and [have/do not have] foreign cover. Please specify evidence, contributions and the coverage start date. This is an enquiry example, not an official form.
03Obtain the decision and arrange contributions

What to do

If RFZO admits you with self-paid contributions, obtain written terms, amount, payment deadline and instructions. Keep receipts. Payment obligations do not end simply because you stop seeing a doctor: changes or termination must be processed with RFZO.

Where to go

RFZO; an accountant or tax adviser for contribution questions.

What to prepare

  • Decision or registration confirmation
  • Payment instructions and receipts
04Obtain KZO/PZK and check coverage

What to do

After activation, apply for KZO and request PZK while it is being produced. Check your details and active insurance period. If no public basis is established, consider private cover separately; a private policy is not an RFZO card.

Where to go

Your RFZO branch; your chosen health centre after coverage confirmation.

What to prepare

  • Identity document, LBO and KZO application
  • Card-production payment evidence if required
Translation and filing

Translation and certification

Before translating a foreign-issued record, ask the receiving institution whether it needs a Serbian translation by a court-certified translator (sudski tumač), whether an apostille/legalization is required, and in which order. Requirements differ by country and document. An ordinary or automatic translation is not a certified translation when certification is required.

What happens next

File only through the confirmed method. Keep a copy of the submission, case/application number and proof of receipt. Ask how to check status, when to expect a reply and what to do if more information is requested.
