01Identify the property and verify ownership.

What to do

Before choosing a property, check whether a citizen of your country may acquire that type of real estate. Ask the seller or developer for the exact address, cadastral parcel number, registered owner's name and a current property record. Do not pay a deposit before the documents have been checked.

Where to go

Seller for property records; Ministry of Justice for foreign ownership conditions.

What to prepare

  • Applicant’s passport; check name spelling and validity
  • Address, cadastral reference, seller details and property record
02Check encumbrances, documents and whether the transaction can proceed.

What to do

Find the property in the public eKatastar by address or cadastral parcel number. Compare the address, property description and registered holder with the seller's documents; ask them to explain discrepancies. Separately confirm which additional records are required for this specific property.

Where to go

RGZ/eKatastar; refer mismatches and restrictions to an independent lawyer or notary.

What to prepare

  • Current holder, shares and registered restrictions
03Agree the contract and any required translation.

What to do

Before signing, ask an independent Serbian lawyer or notary to review the draft contract, the seller's authority, required consents, recorded restrictions and payment terms. Ask the notary to confirm current taxes and fees, documents, translations and who will submit the contract for registration. A public cadastral search alone is not a complete review.

Where to go

Independent Serbian lawyer or notary; bank for payment arrangements.

What to prepare

  • Draft contract, seller records and agreed payment method
04Complete the transaction before the notary.

What to do

Once the checks are complete, agree on the final contract, payment method, date and place of notarization. Prepare the documents confirmed by the notary or lawyer; if a party does not speak Serbian, ask the notary in advance about court interpreter requirements. Sign and transfer funds according to the agreed procedure.

Where to go

Notary office under the transaction rules; court interpreter where required.

What to prepare

  • Applicant’s passport; check name spelling and validity
  • Reviewed contract, participant records and confirmed authority to act
05Register the right and handle address or utility follow-up where relevant.

What to do

After notarization, ask whether the notary submitted the documents to the cadastre for ownership registration and how you will receive confirmation. Check the record after processing and keep the contract and payment receipts. Arrange the address and utility contracts separately if needed for the property.

Where to go

RGZ/cadastre for registration; notary for filing details; use the post-purchase route for tax and utilities.

What to prepare

  • Certified contract, filing confirmation and registration decision/status
Translation and filing

Translation and certification

Before translating a foreign-issued record, ask the receiving institution whether it needs a Serbian translation by a court-certified translator (sudski tumač), whether an apostille/legalization is required, and in which order. Requirements differ by country and document. An ordinary or automatic translation is not a certified translation when certification is required.

What happens next

File only through the confirmed method. Keep a copy of the submission, case/application number and proof of receipt. Ask how to check status, when to expect a reply and what to do if more information is requested.

Message to the institution

Fill in your details and send this through an official channel shown above. This asks how to proceed; it is not a government form or a completed application. Do not attach originals or sensitive personal data to ordinary email until the institution confirms a safe way to send them.

Hello,

I would like to follow the “Buying a house or apartment” procedure myself. My situation: [citizenship and current status in Serbia], [municipality], [brief circumstances and goal].

Could you please confirm:
1. Which department handles my case and where should I file?
2. Must I use an online service or prescribed form? If so, please send the current link and instructions.
3. Which documents apply to my case; are originals, copies or additional evidence needed?
4. For foreign-issued records, is apostille/legalization and a Serbian translation by a court-certified translator (sudski tumač) required? In which order?
5. How should I file, obtain proof of receipt and check status?

Thank you.
